| As you well know, the Serpentis are notorious pirates across the galaxy. They are particularly troublesome here, pushing their drugs and committing all sorts of crimes against the Federation. Every so often, though, one of them finds a conscience and decides to change his criminal ways.

It just so happens that a Serpentis captain is ready to turn himself in. Of course, he can't just dock in one of our stations and surrender: He'd be dead before he exited warp.
